When editing a form layout bear in mind that any sections that you set to be collapsible and 'initially hidden' cannot contain any mandatory fields. 

If the section does contain a mandatory field then the form layout will ignore the setting and enforce the section to be initially shown. You can resolve this by either making the field(s) non-mandatory or moving them into another area of your form which is initially shown.
