Which organisation are you opening?  Is it your own organisation?  You can check this by going to Start > Configuration > Accounting > Own Organisations.

What happens if you open a normal (not an own) organisation?  If the layout works this issue is probably caused because you're opening the Own Organisation record, not a standard organisation record.

Own Organisations are special.  They are linked to currencies and have an operational impact on how Workbooks functions.

Also ensure the form layout is published (checkbox ticked) and saved.
