Unfortunately at this time it is not possible, the Report can only show information that is present, if a User has no Opportunities or Leads assigned to them then the Report will not include them.

This is something that I will raise with the Engineers as it is a useful functionality and see if it would be possible to include it in a future version.

I was looking to run a report with zero sales, if they have an annual sales target assigned for the current year. Being able to run a report with zero sales would be very usualful and I hope is added to a future edition.

Thank you for the Suggestion. 

This will be raised with the Development team as an enhancement, where it will be assessed and triaged against all other enhancements. In the meantime to add weight to this enhancement, and make it more likely to come about sooner, I would suggest raising it as an idea in the Suggestions section of our website. These Suggestions are considered when prioritising enhancements and I'm sure other Workbooks Users will vote for this functionality to be included on the Workbooks Roadmap.
